Metrokc gob5/28/2023 ![]() ![]() Financial assistance was grantedby the state to the county to aid in preparation for implementationof the new solid waste plans. To make this happen King County hadto prepare a new local solid waste management plans to include wastereduction and recycling activities. In 1989 the state legislature passed the "WasteNot Washington Act" that established waste reduction and recyclingprograms as the first two priorities of the solid waste program withincinerators as a back-up plan. By1987 public sentiment caused local administrators to back away fromtheir plan to build incinerators at four sites attempting to remedythe landfill dilemma. In 1987 when the proposal was released, along with a list of possibleincineration sites, citizen groups quickly formed to combat theproposed locations with a common "Not in my backyard" approach. Initially theidea of building incinerators was viewed as the best possiblesolution to the mounting problem of excessive sold waste. In 1986 the county, whose population is comprised by Seattle andsurrounding communities, was forced to immediately rethink its solidwaste policies due to the closing of several disposal sites and theresulting shorter expected life of the remaining sites. The largest and mostfrequently used of these was the facility in Cedar Hills, a smallcommunity in the northern part of the county. As many of the landfills were closed due to fullcapacity, or closed due to environmental problems, more pressure wasplaced on the few remaining landfills. In King County, Washington, this wasthe case in the 70's and early 80's when landfills were being filledat an alarming rate with little attention paid to the environmentalconsequences.
